I'm an NDIS participant I have a young family at home, two young boys four and five years old, and they're pretty much the centre of my universe at the moment. >> JOY: My son's Bruce. He's 40. He has asperger's. >> GREG: Hi, I'm Greg Killeen, and I'm from Botney. >> JODIE: My eldest, he's 15. And I have a 12 year old boy, who has autism, and a 10 year old boy who's got cerebral palsy. They all love rugby league. The youngest one is a mad Sharks fan, and lives and breathes rugby league. [The benefits the NDIS is delivering] >> TONY: The NDIS important because it's providing me with a greater level of support than I would've received otherwise. >> LISCHKE: Participanting in the NDIS has allowed my children to go to maintream school, which is very important. [Challenges with managing budgets] >> GREG: Managing budgest can be comples if you don't have a lot of account experience. >> NICK: Sometimes we find that therapy sessions that may only be for half an hour, we have to cut them short, five minutes short, because well, we have to fill out the administration side. >> JODIE: So managing our NDIS supports can be quite challenging sometimes, especially if you don't have the physical funds yourself to be paying for these before you get reimbursed from NDIS. [animation commences] >> NARRATOR: The National Disability Insurance Scheme provides thousands of Australians with greater choice and control over how they access disability support services. With this greater choice and control comes challenges with accessing the right services, managing budgets, and making payments. Recognising a potential solution, CSIRO's Data 61, and the Commonwealth Bank got together to tackle these challenges. We trialled an app using blochchain tecnology to make money smart. Our aim? To make it easier for people with disability to exercise greater choice and control in their lives. NDIS plans can involve several budgets, each with different spending rules. Our smart money trial makes this simpler. It converts these budgets into blockchain tokens. The tokens automatically know whether they have been spent, if they're committed to future services, or are available for new service bookings. The system makes the tokens smart by attaching smart contracts. The smart contracts tell the tokens who they could be spent by, what services they could be spent on, and who is eligible to deliver the services. This allows greater control and eliminates the potential to accidentally misspend funds, or spend too much. Tokens could be used to access disability support services, and with the easy to use search function and review ratings, participants are given greater choice and insights into the services that are right for them, with greater visibility over how much these services cost, and with automatic payments as services are accessed. Service providers could automatically redeem their smart tokens through integrations with Australia’s New Payments Platform, which means they could get paid in seconds. We think our proof of concept could make the NDIS simpler for everyone, and use data more effectively – but most importantly, we think it will make it easier for people with disability to exercise choice and control over their lives. We trialled the app with NDIS participants and carers. This is what they said. >> DONNA: I think one of the benefits of the app is that it gives you information on the go. >> TONY: I could see the ability to access multiple service providers at the touch of my finger. >> NICK: I think the idea of being abe to make a payment wihout having to use my credit card and reimburse myself, and just being able to pay directly from my NDIS account would be awesome. I think that's the thing that makes the app so valuable. >> JOY: This makes me incredibly optimistic It's the sort of thing that's going to help a lot of people access the NDIS easily, less stress, less giving up, and that's going to be helpful for everyone. >> NARRATOR: The possibilities are exciting, but this is only the start.
